Hi, if I buy a movie or a TV show on iTunes and I watch it after it downloads, can I delete and later have it re-downloaded if I want to watch it again later? Also, just making sure, if I get an iPad or iPod Touch, I don’t have to re-purchase the apps, up to 5 devices, correct? BUT, what about in-app purchases?

So if you lose it you can re-download it, yes. Same for apps.
Now what happens if that item is no longer for sale in iTunes? That is a risk. Movies could get pulled, apps certainly do. So that is something to think about. In-app purchase depend on the developer.
The developer can handle it any way they want, so you’d need to contact them. But for the most part you should be able to get that item on your other device and still own all of the content that you purchased in-app.
I have not attempted to access steam via PS4 yet. I never owned the PS3, so I am very unfamiliar with how console gaming workes post-PS2. I noticed a lot of games that are available on steam like Don't Starve, War Frame, and (hopefully soon in NA) War Thunder are also steam games. I was wondering if I were to log in with my steam account on the PS4, would I have access to games on the PS4 that I purchased/played with on one device would be available for the other, as I intend to do a lot of PC and PS4 gaming (in the future). Do I have to buy the same game (e.g. War Frame, Don't Starve) twice if I want to play it on the PC and PS4 (though I don't care about whether or not I can play cross-platform).

Try to think of this analogy - if you bought a DVD of a film of your choice in one shop, should you have the right to go into another shop, wave your current DVD around and say 'right, I'll have that BluRay version as well, free of charge, thanks'? I see, interesting.
